New permit scheme for North Yorkshire waste sites launches this month

Residents will soon have to register before using household waste recycling centres across North Yorkshire under a new council scheme coming into force later this month.

From Monday, April 27, anyone visiting one of the county’s 20 tips will need to sign up in advance, providing their name, address and vehicle details. Staff will check number plates on arrival.

North Yorkshire Council says the move is aimed at stopping people from outside the county using the sites, which it claims accounts for around one in six visits and costs up to £400,000 a year.

Registration is free and lasts for three years, with residents able to sign up online from the launch date and use the sites immediately. No permit or document will be issued.

The changes will also affect owners of vans and other commercial-style vehicles, who will be limited to 12 visits a year to dispose of household waste.

The council says this is to prevent businesses from using the sites without paying, although it will still allow residents with larger vehicles some access.

The scheme follows a public consultation which drew more than 3,000 responses, with a majority backing restrictions on non-residents and limits on van use.

In the last year, North Yorkshire’s recycling centres handled more than 64,000 tonnes of waste and saw around 1.6 million visits.

Residents can register online from April 27 at www.northyorks.gov.uk/hwrc

Those without internet access can call the council on 0300 131 2 131, or visit a library or council office for help.
